flroundup2More on teacher raises. Gov. Rick Scott’s proposal is “long overdue,” writes the Miami Herald. Teachers deserve it, writes the Tampa Tribune. Agreed, writes the Florida Times Union. A "major leap in his new commitment to education," writes the Tallahassee Democrat. A good deal if it’s part of a long-term commitment, writes the Fort Myers News Press. A "naked political ploy," writes the Orlando Sentinel: "The best teacher in Florida will get the exact same raise as the worst teacher in Florida. We're having trouble seeing the merit in that."

It clashes with other items on the education wish list, notes StateImpact Florida. "A lot of details need to be worked out," writes Sunshine State News. A tradeoff for pension ruling? asks Education Week. State Rep. Kevin Rader, D-Boca Raton, has filed legislation for a constitutional amendment that would push teacher salaries to the national average, notes SchoolZone. School spending. An audit finds the Broward school district’s transportation department is missing about $1 million worth of equipment, including “two 2009 Ford Explorers worth $20,000 each, six generators worth $300,000, a forklift valued at $20,000 and 250 radios each priced at more than $1,000,” reports the South Florida Sun Sentinel. Teacher pay. Gov. Rick Scott says he wants to set aside enough money in this year’s budget to give every district teacher a $2,500 raise. The senator tells an audience at the U.S. Chamber of Commerce that he’ll be pushing education reform, even if it’s not the sexiest issue: “The good news is it’s not partisan, the good news is it’s something that there’s broad support for," he said. "The bad news is because it’s not partisan. Because it’s not controversial, it’s not getting nearly enough attention as it needs to be getting." The Hill.

Slow down. Florida superintendents want a longer timeline to implement a suite of changes, including new tests and teacher evaluations, reports the Fort Myers News Press.

graduation rateGrad rates. Not good for Florida, according to this new report from the U.S. Department of Education. In 2009-10, the state’s rate was 70.8 percent, putting it No. 44 among all 50 states and Washington D.C. And unlike other estimates, the federal numbers show modestly improving trend lines rather than strong gains.

For what it’s worth, the U.S. DOE says the formula used for this report isn’t as accurate as others – and, in fact, is being phased out and replaced by a more precise formula. Teacher pay raises. Gov. Rick Scott will seek them in his budget proposal, with an announcement set for today. Karen Aronowitz, president of United Teachers of Dade in Miami, tells the Tampa Bay Times, “Tell him to send the money, but no one is fooled by this. Teach for America. EdFly Blog: “Teach for America recruits bright, motivated university graduates and puts them in classrooms with low-income, disadvantaged kids. Normally, liberals would latch on to such a notion – think Peace Corps in urban neighborhoods.” But no.

Teacher evaluations. The new system is on the right track, but it needs more work to be meaningful, editorializes TCPalm.com.

Guts. Somehow, Florida’s decision to participate in PIRLS and other international assessments is being spun in some circles as a negative. The Quick and The Ed blog credits Florida for not shying away from what could be unflattering comparisons.

Years ago, the powerful director of a local teachers union told me in no uncertain terms: Differential pay for teachers in high-poverty schools wasn’t a good idea and wouldn’t help poor kids. He called it, and I quoted him, “a glitzy solution.”

So what a jolt it was to learn, after the union leader’s passing, that the big school district he helped shape for decades actually had a differential pay plan – a lucrative benefit he signed off on for a handful of teachers in the district’s elite magnet programs.

I bring this up now because of a new report that touches on teacher views about differential pay. And also because of the backdrop it brings into focus on so many ed reform issues, including expanded school choice. Too often – and I say this as respectfully as I can - school boards and teachers unions appear to lack the will to do the right thing for low-income kids.

Differential pay obviously isn’t all that and a bag of chips. But it is a tool that can be used to attract and/or keep high-quality teachers in high-needs schools. Survey after survey shows the vast majority of teachers agree.

In the latest, an Education Sector report that asked teachers about all kinds of things, 83 percent said they supported more money for teachers in low-performing schools. That’s up from 70 percent in 2008 and 80 percent in 2007. With young teachers, the results were even more lopsided: 88 percent of them liked the idea.

And yet, with few exceptions, school districts have not tried differential pay in a meaningful way. In Florida, this has been true even though state laws and rules have required it. Many districts abide by the letter of the law, offering minimal amounts that don’t make a difference, and so the vicious cycles that could be mitigated instead swirl on.
